Abstract: 

This study aims to determine the pattern of waste management issues and performance quality of the implementation of waste management in Pematangsiantar. In addition, studied the behavior of people and looking for sustainable waste management model in Pematangsiantar. These studies underlie the recommendation model of sustainable environmental management. Sample selection is done with snowballing, waste management phenomena studied by means of in-depth study. Processing waste incinerator known as much as 80% of respondents strongly agree and submit to the government policy. Based on data from the Governance Section Pematangsiantar that the procurement of land for landfill sites located in Tanjung Pinggir whereas only 1 hectare of land in accordance with the requirements of the Environment standards was 10.4 ha for 10 years. Waste generation in the area of Pematangsiantar can be grouped into two types of waste that are under the house residents around Bah Bolon river and waste generation are located in open spaces. Motivation of individuals and citizens to dispose of waste spontaneously formed by control beliefs is the belief that something can be facilitated to do the behavior of the dump spontaneously form the tidal flow of river water that are considered to clean up waste and the amount of the amount of waste that had been scattered around the settlements.
