This article aims to contribute to the regional development by linking with the social, business and government sectors through the design and validation of a model that involves the university, SMEs and / or entrepreneurs and government, as key actors for the creation of productive development centers for the region of Guaymas, Sonora, Mexico. To this end, a rigorous investigation of the characteristics and importance of the PYME for economic development was carried out, in the global and national context. On the other hand, the university - company linkage models, dynamic mechanisms of the regions economy were reviewed. Based on the above, a model was designed for a Sustainable Economic Development Model based on SMEs, which was validated and determined the potential both of the universities, Technological Institute of Sonora (ITSON), and that gave rise to the creation of a Center for Development, Innovation and Business Competitiveness (CEDICE-ITSON)
